Login QR code not working?

I am trying to implement the OAuth flow but instead of the login fields that I have seen elsewhere in the documentation, I am presented with a QR code and checkbox to accept the TOS.

This QR code doesn't go anywhere useful it seems rendering the whole auth flow pointless.

Is this a new issue or am I missing something?
